The Attorney General informed the acting IGP this afternoon to seek immediate warrant for the arrest of 12 persons including former Finance Minister Ravi Karunanayake, former Central Bank Governor Arjuna Mahendran and Arjun Aloysius.
They are accused of conspiracy, aiding, abusing and artificially raising the market price to their advantage in the March 2016 bond transactions.
The bond auction market on March 29, 2016 and March 31, 2016 caused a stir among stakeholders as bids were received at a higher productivity rate, which was several times higher than the initial bid.
There were allegations from several market parties that several parties had acted to benefit the Perpetual Treasury.
Against the auction of bonds held on February 27, 2015 under the Good Governance Government, there were many protests against the alleged irregularities in the bond auctions which were held in March 2016.
Attorney General's Coordinating Officer Senior State Counsel Nisara Jayaratne said today that the Attorney General had informed the acting IGP that there were reasonable suspicions and sufficient facts regarding the 12 suspects who had committed criminal offenses at the bond auctions on March 29, 2016 and March 31, 2016. .
According to the letter, Perpetual Treasuries Company, former Finance Minister Ravi Karunanayake, former Central Bank Governor Arjuna Mahendran, Perpetual Treasury owner Arjuna Aloysius and its CEO Kasun Palisena Arjuna Aloysius's father, Geoffrey Aloysius, are the suspects.
The Attorney General has instructed the IGP to name Ranjan Hulugalle, Muththuraja Surendran, Ajan Gardia Punchihewa, Buddhika Sarathchandra, former Director of the Department of Public Debt, Sangarapilele Padumanathan and Employees Provident Fund Indika Saman Kumara as suspects.
The Attorney General has stated that there are sufficient facts to be revealed under the guise of conspiring against, abusing, misusing and artificially raising the market price to his advantage.
The Attorney General has accused former Finance Minister Ravi Karunanayake of conspiring with other suspects and defrauding the Bank of Ceylon and People's Bank for misappropriating bonds worth Rs 36.98 billion, which were common property at a bond auction held on 29.03.2016.
Another allegation was made against Ravi Karunanayake that he had conspired with other suspects to misappropriate bonds worth Rs. 15 billion at a public auction held on March 31, 2016.
